This is a trick question, because there is a border, its just not between France and the Netherlands its surrounding ALL of the Schengen countries. But I imagine that I could probably get sampts if I wanted to since Im an American besides whoever is controlling immigration would know the difference between the sampts from Schengen countries and the others so why would it be an issue? Just because its supposed to be one homogenous entity? Is that the point of the treaty? To keep people who want sampts from getting them? Or to provide their citizens with certain travel liberties? Would be getting a stamp if you asked for one be a violation of that liberty or would it be protecting it Hard to say.
